All response agencies are required by the Federal Emergency Management Agency to adopt and implement the National Incident Management System (NIMS).  Adopting can be as simple as having a short policy doing so on up to having an official vote by an elected board adopting NIMS.  The second portion can be more work; which is the training for staff that could be asked to respond.  

FEMA has built online trainings for the Incident Command System (ICS) for some staff.  These include the IS 100, IS 200, IS 700, and IS 800.  However, the upper level courses, ICS 300 and ICS 400, are required to be taught in a classroom setting.  

OTP staff are certified by the State of North Carolina to have the experience of using ICS and the ability to teach all of the courses noted above.  During these courses we discuss lecture based material, real world examples, and how to implement ICS in the real world.  ICS 300 and 400 also provides for a course long series of activities to implement ICS.
