"Harnett County Health Department has contracted with On Target Preparedness for several years to provide assistance with All Hazards Plan preparation, preparedness training, and exercise planning and execution. We recently completed our Strategic National Stockpile Full Scale Exercise which was a very successful endeavor. The exercise involved community partners from Emergency Management, the local hospitals, and other county agencies and all agencies were able to take away lessons learned. On Target Preparedness has been a key player in our ability to meet Agreement Addenda requirements for preparedness funding."

Realistic Exercises

"Scotland County Emergency Services has been involved, in some form or another, with David Hesselmeyer and his company, “On Target Preparedness”, since the inception of the company. Though not contracting with the company directly, Scotland County Emergency Services has been an active player and participant in several exercises that “On Target Preparedness” has developed and facilitated for the local Public Health Department. We have found their work to be through in scope of development, timely and punctual in scheduling and delivery of product, and very successful in achievement of the goals and objectives set forth in the initial planning phase of the exercise development. We have found their work to be all encompassing from start to finish with no lose ends and yet realistic in the sense of developing goals and objects that mirror and compliment the available resources of the local participating agencies. The exercises have ranged in scope from natural events such as hurricanes to biological events such as Ebola Outbreaks. All have been realistic in nature and have taxed the local community resources requiring agencies to think “Out of the Box” to arrive at viable solutions. “On Target Preparedness” has also played an integral part in the reactivation process of the Local Emergency Planning Committee (LEPC) in Scotland County. Scotland County Emergency Services has been very satisfied and pleased with all the interaction that has occurred with “On Target Preparedness” and looks forward to working with them on future projects."
